The University serves as the Coordinating Office of Ford Foundation International Fellowship Program (IFP) for the Central and Eastern Visayas; the Office of External Affairs facilitated the Seventh Round of regional screening of 38 applicants for the IFP from 2 to 4 March. The program provides graduate fellowships to men and women from communities that have traditionally lacked access to higher education. Members of indigenous cultural communities, women, those living and working in the poorest communities, the physically handicapped, and those experiencing other forms of socio-economic deprivation are the IFP target. Nevertheless, IFP Fellows are selected on the strength of their academic achievement, leadership potential, and social commitment. Ms. Doble assisted the local Board of Judges during the preliminary evaluation and screening of applicants.

His Excellency Thierry Borja de Mozota, Ambassador of the Republic of France to the Philippines, was a guest at the University on 16 March. The purpose of his Excellency’s visit was to sign a Memorandum of Agreement between Les Amis de France and the College of Commerce’s Business Resource Centre (BRC). Ambassador de Mozota, who also attended the opening ceremonies at the annual celebration of BRC’s French Week, was accompanied by Mr. Louis Thevenin and Ms Alice Gauny, officers of Les Amis de France office in Cebu City. Father President Miranda together with other University officials attended the signing of the Memorandum of Agreement.

The Federation of Catholic Entrepreneurs

A delegation from the Federation of Catholic Entrepreneurs (BKU) and SEQUA led by Dr. Stephan Kunz visited the University to explore the possibility of German-Philippine cooperation among private sector organizations in collaboration with the University of San Carlos on 28 March. BKU is a German association of some 1,250 Catholic entrepreneurs that established the Active for Self-Employment and Entrepreneurship, a Foundation for Entrepreneurial Development Cooperation (AFOS). Fr. Provincial Kulüke, Dr. Danilo Largo, Dr. Elizabeth Remedio, Fr. Theodore Murnane and other University faculty attended the exploratory meeting. Dr. Kunz was accompanied by Dr. Christoph Reichert and Dr. Simone Lehmann.

Philippines-Australia Human Resource Development Facility (PAHRDF)

The Philippines-Australia Human Resource Development Facility (PAHRDF) administers scholarship programs of the Australian government in the Philippines through the Australian Agency for International Development (AusAID). Mr. Marfori visited the University on 23 April to conduct an information drive on a new, flexible regional scholarship program called the Australian Leadership Award (ALA). The scholarship program, which is offered to emerging leaders in Asia-Pacific who have the potential to influence socio-economic policy reform and development outcomes, offers graduate studies at Australian universities in various disciplines. ALA awardees are drawn from public, private and community sectors in countries with which Australia has a significant aid program. Deans and chairs of the Colleges of Commerce and Arts and Sciences, attended the meeting.

Ms Alicia Fitzpatrick of City College Coventry visited the University on 23 April to present the academic programs at Coventry and to explore areas of cooperation with the University. The British Council, which is the United Kingdom’s international organization for educational opportunities and cultural relations, endorsed the visit of Ms. Fitzpatrick.

Camosun College in Victoria, BC, fielded a group of freshmen nursing students on a five-week nursing practicum at the Cebu City Medical Centre, 28 April to 31 May. In addition to their hospital experience, the Canadian nursing students are being given the opportunity of experiencing health situations in local communities. The College of Nursing is hosting the field school of Camosun College for the fourth time.
Ms Dianne Perry and Ms Carol Scobie, Camosun senior nursing faculty, serve as supervisors of the group of seven students, namely: Nisha Demers, Katie Leahy, Sara Moore, Sean Stephen, Heather Mondin, Jill Benton and Tyler Bevan.

Dr. Shulus of the Academy of Labour and Social Relations, Moscow, visited the University on 4 May to sign a Memorandum of Understanding between the Academy and the University of San Carlos. The academic partnership focuses on faculty and student exchange, research collaboration and other areas of mutual interest. Fr. Felino Javines, Jr., SVD, Vice President for Academic Affairs, who signed the agreement on behalf of Father President, welcomed Dr. Shulus and his companion, Consul Armi Lopez-Garcia, Honorary Consul of Russia in Cebu.
Deans and faculty of the Colleges of Law, Commerce and Arts and Sciences witnessed the signing of the Memorandum of Understanding—the first academic linkage the University holds with a Russian institution.

New Zealand Trade and Enterprise

The New Zealand Trade and Enterprise is known as the Office of the Cultural Attaché of the Embassy of New Zealand. Ms Chua visited the University on 5 May to promote educational opportunities open to Filipino students at key teacher education universities in New Zealand, specifically AUT University, University of Auckland, University of Waikato, Massey University, Victoria University of Wellington, University of Canterbury and University of Otago.
New Zealand, which has a modern and responsive educational system, combines proven, traditional principles of a British-based educational system with innovation, creativity and fresh thinking to produce leaders and citizens equipped for the 21st century.
