Allan G. Alfon President and General Manager, Cebu Cordova Link Expressway Corporation

Personal Background

Engr. Allan G. Alfon is the President and General Manager of the Cebu Cordova Link Expressway Corporation (CCLEC). He joins the USC Board of Trustees on December 1, 2023. 

Engr. Alfon is a licensed civil engineer, having completed his bachelor’s degree at the University of San Carlos before completing a management development program at the Asian Institute of Management. As part of his work at the CCLEC and Metro Pacific Tollways Corporation, he was responsible for the construction, completion, and operation of Cebu’s CCLEX or the Mactan-Cebu third bridge. He sits in the Metro Cebu Bridge Development Board, which oversees four major bridges, three connecting Cebu City to Mactan Island and the fourth providing access from Mandaue City to Consolacion. He also serves as Commissioner of the 6th Cebu Port Commission of the Cebu Port Authority and is Chair of its Committee on Business, Finance, and Risk Management from 2017 to the present. 

Starting his career as a civil engineer for Fischer Engineering and Maintenance Co., he became involved in the Metro Cebu Development Project between 1986 to 1988. He then joined Petron Corporation and then Jollibee Foods Corporation prior to a long stint with Aboitizland, Inc. (2003 to 2014). 

At Aboitizland, he held various positions from General Manager of the Mactan Economic Zone 2 until he was named Asst. Vice President and General Manager for External Relations and Infrastructure and Strategic Land Banking Services. Previous to his current post at CCLEC, he was Vice President for Strategic Business Planning and General Manager for Visayas for Filinvest Land, Inc. from 2014 to 2017.

Apart from joining USC’s Board, Engr. Alfon also sits as a Trustee of the Board of the USC Water Resources Center Foundation, Inc. and is a member of the Metro Cebu Water District’s Committee on Surface Water Preservation.
